Yes, all documentary material in the Public Service is subject to ATIP.
If an Access to Information request requires information on a particular file or subject, all relevant content must be provided by the user. This practice is the same for all of the GCTools (see: Is the content of the GCTools “ATIPable”?).
Remember: GCmessage should only be used for transitory and unclassified messages and information.
